MEETING
November
8, 2010
Present
Call to Order
The
meeting was called to order at 6:00 pm by Chairman Jerry Glass.
Public Comments
There
were no public comments at this time.
Minutes
Mrs.
Trevino made a motion to approve the minutes of the October 11, 2010 meeting; motion
seconded by Mr. Terre; all in favor.
Financial Reports
Mr.
Lindsay made a motion to approve the financial reports as submitted for the
period ending October 31, 2010; motion was seconded by Mrs. Trevino; all in
favor.
The
Commission discussed several line items that are over-spent for the year. Mr. Stuber explained that the Recreation
Department is broken down into 5 profit centers and each profit center is
broken down into individual line items on the budget. This system is still fairly new to us and we
are adjusting to it. In some cases, the
bills might have been coded wrong and can be adjusted.
The
Commission also asked the staff to look into how we can reduce the amount we pay in credit card transaction fees. Staff will speak with the City Finance
Director about this issue.
Project Status Report
Forest Lawn Park
Mr.
Stuber presented a time table for the improvements to Forest Lawn Park. He plans to begin the process in January 2011
by meeting with the homeowners to discuss the plan and get a commitment from
them to work with us on this project
PARD Grant
Mr.
Stuber reported that the paperwork for this grant has been submitted to PRT. We
will need more funding to finish the building at Dogwood Park.
Dogwood Park Trailer
The
owner of the trailer at Dogwood Park is currently working on having it removed.
Grant
Mr.
Stuber told the Commission that he is in contact with Martha Dunlap from SC
DHEC regarding the Community Schools Grant and will be meeting with her to
discuss whether or not we will qualify for it.
New Business
Parks Report:
The
maintenance department is beginning work on the pool. Mayor Heitzler said
he received comments from the community about the poor condition of the
furnishings at the pool. Mr. Stuber said
that there are some cosmetic improvements that need to be done there.
Recreation Report:
Mayor
Heitzler inquired about starting a community garden
on the land behind the senior center.

Mayor
Heitzler asked the Commission how they felt about their relationship with the
City of Goose Creek.
Mr.
Glass stated that they don’t have much direct contact. There hasn’t been the opportunity to expand
recreation as he had hoped, but he understands that the economy has played a
role in that.
Mrs.
Trevino said she thought we would have been doing more to expand recreation.
Mayor
Heitzler stated that there isn’t the revenue to do
the things that need to be done. Right
now there are no plans to raise taxes, so any plans for expansion are on hold.
Mayor
Heitzler also stated that the annexation of Devon
Forest had not been successful. He is
waiting now to see if there is an interest in annexation in Okatee. If not, he will pursue adding those areas to
the Recreation District; otherwise he will recommend that recreation services
be cut-off.
