COMMISSION MEETING

Minutes Summary

November 9, 2009

 

Present

Call to Order

The meeting was called to order at 6:00 pm by Chairman Jerry Glass.

 

Public Comments

There were no public comments at this time.

 

Minutes

Mr. Kennedy made a motion to approve the minutes of the October 12, 2009 meeting with minor grammatical corrections; motion seconded by Mrs. Trevino; all in favor.

 

Financial Reports

Mrs. Trevino made a motion to approve the financial reports as submitted for the period ending October 31, 2009; motion was seconded by Mr. Lindsay; all in favor.  Mr. Stuber informed the Commission that currently we are in a negative cash flow position, but tax revenue should start coming in soon.

 

Project Status Report

Playground Equipment for Oak Creek Park

Mr. Stuber presented information on the bid prices he received for the playground equipment at Oak Creek Park.  Each bidder received a bid package with specifications asking them to bid on 3 pieces of play equipment, to include a multi-level climber, a seesaw and a dome climber.  The bid package specified a minimum of 7 play events, a capacity of at least 20 children and set forth minimum requirements for the thickness of the posts.

 

After a discussion of the pros and cons of each package, Mr. Stuber suggested we purchase the main piece of equipment from Bliss products and allow him to get individual prices on the seesaw and dome climber.

 

Mr. Kennedy made a motion to allow the Director to pursue the purchase of the playground equipment from Bliss Products and negotiate for the seesaw and dome climber, plus freight; motion was seconded by Mrs. Trevino, all in favor.

 

2010 Budget

Mr. Stuber distributed copies of the budget for 2010 to the Commission for their review.  The budget has been approved by City Council.

 

New Business

Maintenance Report:

Mr. Stuber reported that 2 trees have been removed, one from Felkel Field and one from Dogwood Park.

 

The maintenance department will be starting work on their winter projects.  They will be working on the pavilion at Dogwood Park, which we have a PARD Grant for and also the sewer line at Dogwood Park.

 

Recreation Report:

Mrs. Heiselman updated the Commission on fall sports.  The regular season has ended for football and soccer and tournament play will be starting later this week.  The fall softball clinic did not go as planned and money had to be refunded to the participants. 

 

The staff is planning several Christmas events for December.  Also, we have applied for a Garden Grant to plant a garden in the back with the pre-school program.

 

Mr. Kennedy suggested that the area under the power line by Westview School might be an excellent location for community gardens.  Other ideas discussed for the power line area were a bike trail or hiking path.

 

One new program being planned is the “Artist a Month” program.  Staff will be working with the Goose Creek Artist Guild to display the art work of local artists at the Community Center.

 

Mayor Heitzler commented that City Council has given him permission to develop a Cultural Commission for Goose Creek.  He stated that he would like to see the Community Center as a destination and thinks it would be a good fit with the Cultural Commission.
